hi,sound like the heating element has either got moisture due to condensation on it, or the element has a down to earth fault.dry off the element with a hairdryer,this will require part dismantle of the hob.but you may find you will have to replace the element.if you haven't used the stove for a while eg ovens.then you could try heating the ovens up and the heat can dry off the p/warmer element.
