Mend Cannon Henley Heating Oven Professional

What needs replacing?

My 6 year old Cannon Henley Profesional 600 oven has just started not heating properly in the top oven. It never reaches above about 130 degrees and the red light never goes out. Is it an element gone and if so how do I check which one ?
