Mend Westwood T1800 Throttle Mower Briggs

westwood T1800 Throttle linkage?

This mower has a Briggs and Stratton Intek V twin engine. I just can`t get the throttle / guvoner to adjusted to tick over. It just wants to race. And please, no quipes about getting the grass cut quicker !
