Mend Thorn Lighting Lights Switch

thorn dusk to dawn lighting problem?

i have 3 dusk to dawn outside lights in eaves of house they are inline with one switch on their own circuit,problem is middle one always comes on the other 2 sometimes work but always both at the same time either off or on they are 5 years old,i have changed the 2 pin tubes but with no effect.
