Pull cord will not go back in and not sure if the spring is broken. If its the spring how can i fix that?

May have been tipped incorrectly (you should always tip the engine backwards) try removing airfilter sponge which is probably oil soaked. Wash it in soapy water and dry. Then add a tablespoon of clean oil to sponge and rub through until slightly sticky, replace filter and restart engine. (never start engine without filter in place)
