Mend Bissell 1698 Proheat Dispense Water

How can I fix my Bissell Proheat 1698?

My Bissell won't dispense water or solution. I have replaced pump and heater and made sure all pipes and filters are clean and clear. Picks up the water with no problem. The brush works fine and you can feel the machine blowing out air, but no water. Can anybody help?
