Mend Ideal Standard Toilet Flush Repair

Ideal Standard flush won't work on short flush?

My ideal standard flush wont work unless held down on long flush and not at all on short. I have had it apart and compared to another mechanism (on a toilet that works) and all appears to be moving freely...am I missing something?
