How do I get my cars brakes to retract?

When replacing the right rear brake drum on my 1980 Subaru GL 1.6 I was not able to get the new drum over the pads. The splines on the old drum were groung completely off as well as about two inches of the inside edge makeing the drum almost completely flat on the inside. How do I get the pads to retract completely and is this the problem.
