Is it a short in fan?

If the fan even start to spin, then it's very probably OK. The problem is elsewhere.
If there was a short in the fan, or other problem with it, it would not even atart, or make abnormal noise.

It's probably be a problem witht the power suply itself (main suspect, by far), or some thing else wrong with the motherboard or some other component.

Would not of thought so, More likely power supply unit faulty. But could be all sort of things, would need more info to help more, Cpu type and Motherboard, No of hard disks CD/DVD drives etc Do you get anything on screen at all, any bleeps? etc.
