Mend Peugeot 406 Cooling Fan Overheating Relay

cooling fans on Peugeout 406 wont turn on!?

Fans wont kick in ! 3 relays in centre of fans work ok , relay with fuses is good ! Any ideas , cos only way I can cool engine in traffic is to put heater n blower on ! Temps good when on the move!
