Mend Ford Mondeo 2003 TDCI Wont Start

Mondeo 2003 TDCI wont start?

My mondeo is making a similar sound to a wind turbine but wont actually start. Any ideas as to what the problem is. There are no warning lights coming on and the battery is fine. I don't think it is the immobiliser as I have tried with both keys and have the same result.
