Mend John Deere 175 Hydro

john deere 175 hydro clicks but starter wont engage?

my john deere 175 hydro clicks when i go to start it. i tested everything and the starter is getting 12volts. read about a hot start kit that might fix it. i put it on and it still did the same so i bought a starter for it and the new starter does the same thing just click. the battery tests good as well even under load. if you got any ideas i sure would appreciate the help thanks
