Mend Hotpoint FZA84 Freezer Frost Free Not Freezing

What's wrong with my freezer?

My freezer is a Hotpoint Future - frost free Model FZA84. The problem is that the top half of the freezer is not freezing my items. The lower half of the freezer is fine. It use to make a noise when it was working correctly but now that noise has stopped!
