Mend Treadmill Motor Speed

Is this a motor problem?

When I walk on my treadmill it slows down and then picks the speed again and within 5 mins it gradually starts slowing down and stops. I have tried the silicon spray as recommended in manual under trouble shooting but the problem remains. Can anyone help?
