Ryobi chainsaw won't start !!!?

Hi,
My Hubby has been given a Ryobi chainsaw (model 4046C) by someone who says
they used it when it was new with no oil in, it was only ever used the once, it looks brand new, but it just won't start. My hubby has stripped it down but can find nothing wrong with it, it just
won't start. I was just wondering if you had any idea what would be the most
likely cause of this.
