problem switching users?

I have a packard bell XP computer and have started to get problems with switching users, the problem is that when we switch the wallpaper comes up, but no icons or toolbar, so you have to close the computer down all the time to switch users, how would you fix this problem????

I would make sure that had SP2 installed - which fixes many things. Then I'd go to www.microsoft.com to see if it is still a bug that neeeds fixing or a configuration problem.
