Mend Echo PB-251 Pull Gas Start Cord

Echo pb-251 can not pull. Stuck?

I have an echo pb-251 gas blower. I try to pull start but will not pull. Took the pull cord cover off thinking the cord was bound up it wasn't. The spindle would only rock back and forth a tiny bit. What's wrong? Thanks
