How can I fix F & P oven B1601X product 87711?

On bake the oven only heats slowly to max 85 degrees.
The bottom element heats but the grill element does not. Grill works under the grill function so must be the control unit I assume.
Is there a diagnostic in this oven's controls, or what is most likely cause of problem.
