gas will not stay in primer bulb?

I have changed the fuel lines on my ryobi tp30 prunner,
changed the fuel filter and the primer bulb but it will not bring gas into the bulb, i can loosen the screws that keep the bulb in place and a little gas will get to the carb, it will run for a second and quit- out of gas-
