Mend Citroen C15 Work Normal Temp

2005 citroen c15 van?

hi the fans will not work in normal operation. if coolant temp switch is on thermosate housing fans come on full power. each one of the fans relay coil ring out at 64ohm. cannot find a radiator thermal switch on this model so i reckon the fans work from the engine contol unit via temp switch - any ideas cheers
