Mend Bissell 3940 Not Working Properly

Bissell Pet Hair Eraser Vacuum beater bar not working properly?

My Bissell Pet Hair Eraser upright vacuum beater bar only works when the vacuum is barely touching the floor, I have to keep the vacuum tilted back so bar with work. I have it on the highest setting, verified no clogs, belt is good, bar is clean, and it has very good suction.
