piaggio runner sp 50 will not engage drive?

after having my ped altered at main dealer where bike was purchased new july 2010; with new rollers main jet and new clutch springs bike just made it home with reduced power next day bike started first time but would not engage drive to move and has not moved since. bike has been with mechanic for last week with no improvment to moving.
