my treadmill wont change speed york pacer 2750?

i have been given a york treadmill which looks great but the handle and bar doesnt move around to change the speed?its stuck on a faster speed, do i need to buy a new bar? handle fits on bar ok but wont move to change the speed? would love to fix it if possible any help would be great i have no instruction manual to troubleshoot
