Worcester 280 RSF burner will not ignite?

hot water and heating calls for demand. Pilot light ignites - burner does not ignite. i have changed the ingition board, driver board is ok and i have cleaned the ignition jets and cables.
still no lighting up of burner.
any clues to resolving this problem.
