Mend Economy 7 Water Night Heating

Economy 7 water heater not working at night?

I have an Economy 7 water heater and it is not heating up the water overnight.
I've recently had both elements changed and i've confirmed that there is electirc running to both elements.
The 'top up' element works fine (I currently have it swiched on all the time to provide me with hot water.)
But for some reason nothing is happening at night. there is no timer in my flat. The elements are connected to just a switch on the wall. The fuse is also fine.
Any ideas what may be wrong?

Thanks Supergut - problem solved.
I didnt realise that my main electric meter in the basement of our flats also had fuse swiches on them (silly i know.... I was simply looking at the fuse box in my flat), Anyway sure enough one of the fuses had tripped - the economy 7 i assume.
