Mend Mixer Tap Fitted

wash basin Mixer Tap?

I have a mixer tap fitted to the bathroom wash basin & it got tight & hard to move at times so I put some oil on it hoping this would cure the problem. It done so initally but some hours later got worse than was originally. Would appreciate possible solution & advice as to how I can remove the top part of the tap. Thank you.
