Renault Scenie Megane 1998 R reg?

Plenty of water in the reservoir - it doesn't lose water but no heat comes out of the heater. The temperature gauge only comes up very slightly instead of sitting halfway as it used to. Its had two thermostats fitted. No steam coming out of the exhaust. Any suggestions.
