Hi, assuming you have good compression to rule out engine damage, and that you know for sure petrol is getting to the carb, it sounds like the starter jet and/or the internal gallery leading to it is blocked or the float needle is stuck in the needle valve, either way remove carb & float bowl, clean the muck out of that, unscrew the jets checking for daylight through the hole, blow through the galleries with compressed air or foot pump.If the insides are gummed up with old fuel best to use carb cleaner spray & leave for a while then flush.hope that helps.
