Mend Nissan Almera Wipers Snow

how can I fix my Nissan Almera front wipers stuck on permanently?

The front wipers cleared snow but then when switched off they parked/stopped vertical on the screen. Recently I have not been able to switch them off unless I take out the fuse or turn the ignition off.
