I reset these on local authority dwellings, and let me assure you, without the paperwork with the route to follow buttonswise, they are nearly impossible to reset.

They were specifically designed that way to prevent 'tampering' so that people who refuse to allow access to have their gas appliances serviced, eventually have no choice if they want heating/hot water.
