Mend Citroën Picasso 2ltr HDI Cold Weather Starting

any ideas?

hi i have a picasso 2ltr hdi but in any cold weather it has bad starting issues,put new glow plugs in ,new glow plug relay but there is no power going to the relay,could this be the ambient temp control,any ideas anyone thanks
