vauxhall wont start?

hi al
i am having problems getting my 96 p reg vauxhall vectra 1.6 16v to start it was starting before the cold weather came but hasnt been run for month or so before and after
Ive
Checked spark plugs,
checked leads,
checked battery ,
checked water,
checked oil,
to water in head no oil in head,
Plenty of fuel goes to start but no revs with foot to the floor just sounds like a tractor and then dies.

sounds like not enough fuel is getting though.. please advise on next few steps
