Mend Citroen Saxo Ignition Key Barrel

How can i get my 1999 1.4 saxo to start?

i got a car of my next door, and the key wouldnt turn in the ignition barrel so i got a hammer and got the barrell to turn but it wouldnt fire up and its giving a key symbol and a C sign, what can i do without buying a new barrell, i just need the car to start.
