Mend BMW 316 SE Noise Steering Wheel

I have a whirling noise from steering wheel?

Theres a whirling noise coming either from my steering wheel or my accelerator. I cant quite tell which one. I`ve put power sterring fluid in because it was low but it`s still doing it. Can anybody help?? It is a BMW 316 SE
