heating system wont fill?

There is most likely a blockage in the t piece where the supply from the expansion tank feeds into the system (should be near the pump). If possible you need to access this pipework to unblock it, either undo a fitting if there is one and poke the sediment out for a temporary fix, or cut it out and replace the lot.
