Can't get screws out tail light for 2003 Chevy Venture Van?

What type of screws are use in the tail light systems? Book say"s to use screwdriver? I've use phillips and flat head even tried all size's of socket nothing work's?
Need to fix's this for inspection

Have you tried a TORX screwdriver? There are various sizes. Just a guess, but I had those on one car.
