signal board fault ?

samsung le40r8 tv just keeps clicking on standby when trying to turn on with the remote found 2 capacitors were at fault had them replaced still the same the guy who replaced them told me it must be the signal board is this correct and is it expensive can i get a replacement over the net and fit myself
