citroen saxo 1.1i problem with water going through?

i have a problem with my citroen i dont seem to be getting water going through the radiator it seems to get through the engine but the pipes connected to the radiator stay stone cold ive tired bleeding it changed the radiator and changed something eles but not sure what it called any help would by great thanks
