revs to low , fiesta zetec 1388cc ?

my fiesta 1388 zetec t reg wont keep revs when it is cold. when i got the car a couple of weeks ago the car rev'd at 2000 rpm on idle, so i took it back and they said they fitted a new sender unit?? now it idles ok when warm, but first starting !! it wont idle . any ideas please ? thank you
