Mend Heating Fault Temperature

the hot water and the radiators are not hot enough?

The boiler is working well,but only heats up to about 15 degrees making the water and the radiators not hot enough. The room temp thermostat only works up to 15 degrees above that doesnt seem to be functioning, could this be faulty or something else is causing the problem.
