Mend Fuel Oil Pump

Fuel oil additive removal?

My 3 year-old oil fired boiler is failing due to seizure of the fuel pump. I am told this is due to a lubricating additive being removed form the oil as a result of goverment legislation on pollution.
Can you tell me if this is true and what I can do to stop the seizures.
