Mend Potterton EP4001 Thermostat Home Heating

Potterton EP4001 not intercepting?

My heating and water works fine, but the timer does not. I have turned the EP4001 to the off position, but the thermastat still calls for heat, so the heating is left on all day. Is there something I need to change here to get the timings to kick in?
