How can I fix my Admiral 20 pound washing machine?

The water flow keeps stopping when I am trying to fill the tub for a wash. Water comes in really good for about 2 - 3 minutes then it abruptly stops. Five to twenty minutes (or more) will pass and the water starts filling the tub again. It does this several times. It takes between 1 1/2 to 2 hours to do a single load. any ideas?
