my water supply is only hot when tap is opened slightly!!?

when i run a bath or run water for pots the water goes cold if you open the hot tap fully, i only get hot water when the tap is slightly opened.. as soon as the hot tap is opened more than this the water goes cold untill i close the tap back to a slight trickle..

anyone have any ideas why?
