roll and glow heater ?

Had a power surge on the incoming electrical lines. Heater was not on but plugged in. Heater will not come on with the buttons or remote. Took heater apart and have power to the control board. Here are my choices, buy a new board, trouble shoot the board or throw away. Any advise?
