Mend Ferroli F30b COMBI Inlet Water Tap

How do I regulate the inlet water pressure?

The cold water inlet pressure cannot be regulated with the inlet tap. It always seems to rise above the required pressure of 1.5 bar and I believe the relief valve is continually open and jettisoning water through the relif pipe. It is a ferroli F30b COMBI.
