ford fiesta heater problem?

The heater in my 54 plate ford fiesta only blows hot air when driving at speed. The blower operates on all four speed settings but only blows hot when I get up to about 70. I know this sounds a bit odd and I am at a loss most common faults seem to be regarding the selector switch. Any help would be appreciated.
