Mend Belling format multifunction Heating Fan Help

Belling format multifunction oven not heating on fan??? can you help?

when the main oven is switched to fan, the fan runs but the elements do not heat. If i move the control to the next setting, oven without fan, the elements heat OK? any ideas or wiring diagrams?
