is it possible to bypass the resistance pack to get the heater working

Rover Rover 25 Vehicles, Cars Heater Fan Working

No need. Replace the resistors and have everything work properly. I bought the kit and did it myself - the kit comes with instructions/diagrams, and is pretty easy.
