Mend Bissell 12 AMP Vacuum Brush

How can I fix my Bissel Pro-Heat Cleaner 12 AMP?

My cleaner wont dispense cleaner and the brush wont turn. How do I fix this on my cleaner . I tried taking it apart and didnt see anything wrong. I need help.
